Iran’s military doctrine is built on a simple truth:
It cannot win a conventional war against the U.S. or Israel.

Smart Use of Proxies: How It Works

1. Compartmentalized Command

  • Iran’s IRGC-Quds Force, led formerly by Qassem Soleimani and now Esmail Qaani, trains, funds, and arms proxies, but often allows them to act independently.
  • This gives Tehran plausible deniability when violence escalates.
  • When questioned internationally, Iran simply says:

    “These are independent actors fighting occupation.”

2. Targeting Enemies Without Triggering Invasion

  • Iran uses proxies to harass U.S. forces, attack Israel, and undermine Sunni Gulf rivals—without firing Iranian missiles.

    • Hezbollah fires rockets at Israel from Lebanon.
    • Houthis attack Saudi oil fields using Iranian drones.
